A Catholic in a predominantly Protestant Britain, King James issued the Declaration of Indulgence in 1687 that granted broad religious freedom by suspending penal laws enforcing conformity to the Church of England. Scottish Covenanters refused to accept the Declaration of Indulgence, and the King reissued the Declaration in 1688, which led to open resistance from Anglicans.
